Currency: Skills Decay Faster Than Your Org Can Update Job Descriptions
Update job descriptions on a schedule. Refresh a competency model. Run an annual calibration. Move on.
That works when the work is stable.
But the work isn’t stable right now.
New technology enters roles without changing job titles. Operating model shifts alter accountability without touching the org chart. Processes are redesigned. Work is automated. The “real job” changes long before anyone rewrites the role standard.
Currency isn’t a nice-to-have attribute of skills data.
It’s a risk condition.
Once a role standard goes stale, every downstream workforce decision inherits that staleness: promotions, leveling, succession, internal mobility, pay equity reviews. Any one of those can be challenged. And when it is, no one asks whether you had a framework. They ask whether it was accurate when the decision was made.

Most skill efforts focus on confidence:
Do we trust the signal?
Was it assessed?
Is it consistent?
Currency asks a harder question:
Is it still true?
That standard is harsher because currency decays even when no one makes a mistake.
A role documented accurately in January can be materially wrong by March—not because the process failed, but because the tools, workflows, or scope shifted after the last review. The work moves. Documentation often lags.
Stale standards don’t just create accuracy issues. They create governance exposure.
Decisions get made against yesterday’s expectations while today’s work has already changed. In high-stakes situations, “mostly right” is difficult to defend—especially when you can’t demonstrate why a standard remained valid.
The half-life of role truth is shrinking.
Signals that decay
Currency decay doesn’t happen in one place. It spreads across the signals you treat as “skills truth,” and those signals degrade at different rates.
Self-claims and manager endorsements
Self-claims and manager endorsements aren’t wrong in themselves, but they tend to lack provenance. No evidence trail, no timestamp, no record of when anything was last verified. Without that, what looks like a validated signal is really just an assumption that hasn’t been questioned yet.
Job descriptions
They carry institutional weight because they pass through formal approval. But they were designed for posting roles and meeting compliance requirements—not for governing dynamic workforce decisions.
Proxies
Course completions. Past experience. Model inferences. Each feels reasonable. The issue emerges when a decision is challenged and you must trace the signal to something governed. A proxy that can’t connect to a documented, versioned standard doesn’t hold up.
Capturing signals isn’t the finish line.
It’s where decay begins.
Refresh mechanics
When organizations notice staleness, they default to the same playbook: update the library, rewrite job descriptions, revalidate the framework.
It looks like progress. It’s the wrong frame.
Currency isn’t something you fix annually. It’s something you maintain continuously because the work it reflects never stops changing.
At minimum, two structural elements must exist:
1. Timestamps on skill truth
A claim without a date isn’t governed. You need to know when it was captured, when it was verified, and what refresh window is acceptable for decision-making.
2. Versioned role standards
If you can’t show which version of expectations was active when a decision occurred, you can’t replay that decision in an audit. Versioning turns documentation into evidence.
From there, the mechanics are concrete: drift detection, controlled update workflows, and refresh windows tiered by role risk. Not every role requires the same cadence—but any role feeding high-impact decisions needs one that is intentional and owned.
The goal isn’t perfection.
It’s stopping decisions from being made against standards you can’t prove are current.
Governance cadence
Currency fails when it’s technically owned by everyone and operationalized by no one.
A governance cadence turns currency into something defensible. It answers:
Who owns review?
What triggers it?
What qualifies as a material change?
What approvals are required before a standard becomes active?
Material changes—those affecting leveling, pay bands, regulated requirements, or mobility gates—require documented rationale, supporting evidence, effective dates, and decision trails built for scrutiny.
Large enterprises often struggle here. Local variation is real. One standard rarely fits every market or business unit.
But there’s a difference between managed variation and unexamined inconsistency.
Governed variation is explicit:
The standard is consistent. Exceptions are documented. Rationale is recorded.
Unmanaged variation creates exposure because you cannot explain why two employees were held to different expectations under the same job title.
KPI: time-to-update
If you want one metric that tells you whether currency is actually working, measure time-to-update role truth. Not “time to publish a job description” or “time to refresh a skills framework.” Those output measures can look perfectly healthy on a dashboard while real decisions are still being made under stale standards.
Time-to-update captures the elapsed time between a detectable change in the work and an approved update in governed role expectations. That gap tends to expose what organizations rarely want to look at directly. Drift that nobody caught, conflicting signals that never got resolved, approvals that stalled, and critical roles that slipped outside any reasonable currency window without anyone noticing.
That gap also has a direct line to decision exposure. Every day it stays open, your organization is running promotions, succession, redeployment, and pay decisions on outdated information. And when one of those decisions is challenged, the fact that you update your frameworks once a year won’t satisfy anyone asking the questions.
The point
Currency isn’t a content project.
It’s decision safety.
If role standards aren’t current, if skill signals have no expiration logic, and if updates don’t pass through governed workflows, then “skills truth” is just a snapshot that’s already aging.
Skills without governance are opinions.
Governed role truth is evidence.
